That itself is interference, imagine a football (soccer) ref saying 'I could've awarded a penalty but didn't want to interfere with the score too much so just have them a free kick'

Exactly, thats a messed up thing. It means that without the headrest problem, he would not have been punished. Also in soccer, when a player takes a red card, the disciplinary committee is still looking to take a retroactive action in order to extend the sanction. And if you decide to appeal the judge's decision and the judge rejects your appeal, they will extend the sanction even more again. Actually in every sport they do that, even in Formula One in the past. I dont see why not for Seb. Everybody is looking to defend Vettel on this one but if it was Hamilton OMG...

Goddamn! Punishment should fit the crime not the perpetrator!! By ruling from the wrong premise they could easily have unfairly influenced the world championship!

Someone pointed out that in Brazil, Vettel backed up the field, in a way more pronounced than Hamilton did in Baku, but wedidn't hear a word from anyone about it. Because, well the people behind weren't frustrated toddlers like Vettel.
This season has been sweet indeed.

I noticed that!!Vettel went insanely slow! As is his right . But when Hamilton backed up the field..much less aggressively .. Vettel crashed into him, drove alongside him, rammed him, then cried a lot. No double standards from Vettel then. LOL
