Got it! So the oil burn was predominantly Ferrari with their extra secret oil tank, and that was banned, and consequently Ferrari took a performance dip.
The oil consumption rules apply exactly the same to everyone on the grid. It's up to teams whether they chose to take advantage of that rule, and as you pointed out, there ARE advantages to delaying the new engine introduction.
So I am completely befuddled as to why certain factions of the F1 community are upset about this?
Perhaps they want special, different rules for Ferrari? Harking back to the good old 'FIA' days.

i scored zero for all questions though i was only only one away with Lewis on question 1 and 5
oops have to delete sonething i just said....a give away...
edit it again I was also only one away in questions 1 and 5 with Vettel.

It's because there always needs to be SOME reason why *your* team isn't doing as well as another team. Within the rules or not, doesn't matter... any perceived advantage is unfair and needs to be complained about, unless your team wins... THEN you belittle the other team saying "even with an advantage you suck". Come on... you can't be THAT new to F1 hahaha

Within the rules or not, doesn't matter... any perceived advantage is unfair and needs to be complained about, unless your team wins... THEN you belittle the other team saying "even with an advantage you suck". Come on... you can't be THAT new to F1 hahaha Yeah I know. Seen it all many times. I guess we're all a little guilty of it. But the level to which some apply the blinkers still continues to amaze.

All that is pretty correct racechick with the exception of Ferrari taking a penalty, they wouldn't have as they were at three ICE units in Spa, my mistake. What I've read is that Ferrari didn't introduce a new unit because they didn't want to, they had updates in the new units that they simply couldn't get working on the dyno to produce the power and could not rely on it so the simply left things as is. They'll have to go use the new .9 liter per 100km consumption rate with their new engines. BTW, Ferrari's existing units are still under the 1.2 liter burn rate as well. The stink comes in though in what I'd mentioned earlier, that Ferrari has a different way to "burn" the extra oil via the secondary tank and plumbing. Mercedes is doing something else that cannot be proven, hen why Ferrari fans's asses are colored like a baboon's at this rate. Because only they can "cheat" everyone else has to follow the spirit of the rules if the way they're skirting the regulations is something they can't figure out how to.

Funny thing is, word in the paddock has Mercedes burning 0.8L/100km at spa with their new spec engine... so it's all academic!

So though Merc have enabled the potential by taking the new engine at Spa, they aren't actually utilising the advantage?
I guess in this wet quali it's all immaterial anyway. Driver skill to the fore.
Scary stuff, one little error and you're in the wall, game over. Though with all the engine penalties you'd still probably be starting halfway up the grid.

racechick, Toto said on air at the Belgium GP that whilst their engine is "exempt" from the new rule and they could if they wanted burn more oil, they are still voluntarily confirming to the new rule to be fair to the sport. Pretty good of them. Alonso in practice yesterday said that he felt that McLaren were the fastest car in the corners and I can agree with that, they do look impressive in the corners and their chassis has shown time after time that it's probably equal if not better than Mercedes, Red Bull & Ferrari. Impressive how Hamilton even without any laps in practice 3 comes out and instantly sets a competitive time, 2 seconds faster than any other driver.

So even more confounding why some quarters are kicking off about the engine/ oil situation when Merc have made that gesture.
Lewis' lap was a stunner under the circumstances.
Intriguing about the McLaren situation. Wonder what's going to happen there? They would be very strong with a decent engine.
Just heard Nikki Lauda on tele. He said Ferrari were faster at Spa and the only reason Merc won was because of Lewis. He said they need a one two here at Monza with Lewis winning and Bottas coming second if they are to keep the championship alive.......because at Singapore Merc will be bad. We all knew that, but interesting that Lauda has spelt it out. Also, looks as though they've accepted that their chance to win the the drivers lies in the hands of Lewis, which is good knews considering the situation at Ferrari.

Lauda has been backing Lewis and trying to get Mercedes to back Lewis from the start of the year, he said that handing the position back at Hungary was the wrong move and that team orders should be in place but Toto wants to keep it equal and fair between the two drivers.

I think it should be equal and fair between the two drivers up to a certain point in the season and also depending on the state of the completion. And when the point is reached, the driver with the most chance of securing the championship takes precedence.
I think when they swapped Bottas and Lewis back, it was morally the right thing to do. Had Bottas been right behind Lewus it would have been absolutely the right thing to do. But from a championship point of view it was a marginal decision. I think Merc would gave been justified saying ' Bottas you're too far back, the swap is too dangerous, if you get on Lewis' tail we'll swap, but 19 seconds back is too far' . Ferrari wouldn't have swapped back whatever the situation.
But the upside of that is Bottas now knows he can trust Lewis to play fair and he may of his own volition help once he knows he's really out if the picture. That's real team work! I wonder if Merc are watching this situation with a view to the renewal of Bottas' contract?
Either way. The thing I dislike is when a driver is picked as number one at the start of the season, I reckon it should be decided by outcone part way through.

Crazy how slow Ferrari were, they couldn't get the wets to work at all.
