It's basically a dead cert.

He was freaking close to getting a seat in 2018 so with Williams struggling so much (no experience in the team) it looks like they'll have to take 1 experienced driver next year

They've been interested for plenty of years just not with how F1 was being ran both with Bernie (Financials) and with the cost spiraling out of control and both of them are being addressed so they should join for 2021.

Ferrari have finally caught up Mercedes on the engine front and Honda are right behind Renault, both closing in on Ferrari & Mercedes so by 2020~ engines should be fairly equal. If they are being overhauled they have two options... Simplify the engines but stick to similar engines (reduces costs and keeps engines similar) or drastically change them to shuffle things up again. I hope they only simplify them because I want engines to become closer and closer and I also want aero to become closer and closer as I think that would make races way more exciting.

No doubt about it, It was pretty clear when renault rejoined F1 that Red Bull would find a new engine supplier and they wanted Honda from the start and if Honda & McLaren stayed together we would have likely seen Red Bull become a porsche factory team in 2021 (We still might, but if the Honda RedBull works out we might see it be McLaren become the Porsche factory team)
Honda wasn't terrible last year, it had reliability issues but really wasn't as terrible was people thought. Toro Rosso took them onboard this year and we have seen it's been working much much better than before and has gained even more pace this year so by next year with Toro Rosso & Red Bull we should see another step up.
There were rumours that on raw race pace the Honda engine is an equal match for Renault but Renault have an edge in qualli mode + Renault just introduced a party mode so Renault will beat them in qualli for this year but with the improvements Honda have been making and over the last year and a half I expect them to be a very nice match next year.
Red Bull are 0.5+ faster than Renault, so even with a small deficit Red Bull should still be the 3rd best team in 2019

Thanks RyRy for padding out my gossip column. On the Kubica thing, it might not be Williams. He said last year when he was looking places were pretty much limited to Williams, not so this year, and he’s looking round. Just wants to be on the grid. Hope he’s successful! Ferrari, yes, they’ve finally caught up on engines. All it needs now is for certain( not all by any means) but certai Tifosa, it wake up and smell the coffee, and stop going ‘ wah, wah, wah, not fair, not fair, Mercedes write the rules, wah, wah. Hypocracy of the first order still reigns supreme in some quarters. But yes, closer racing looks to be on the cards which is a win win, situation for everyone. Okay, a couple more goss snippets:- Whitmarsh stirring the pot at McLaren in wake of Chocky bar scandal. Slagging off Boullier and ( the other one, the American one, forgotten his name) rumours around that he’s to return to McLaren. NOOOO! Lewis has made his singing debut featuring on Christina Aguilera’s new album under the pseudonym Xanda And what gossip column is complete without a wag section? The Porsche news is getting more and moe certain, with them pulling out of WEC and Le Mans, it means they have a few hundred million euros annually floating around and nothing to do with it. Formula E? Sure but that's a penny series compared to F1. They've got nothing else to do that is a shining beacon and the only motorsport that Porsche hasn't been successful at has been F1.
So... do they buy an ailing team (Force India?) and start from there or do they come in a classic brand like Williams and become their works team PU supplier. I think either are viable options and one of them is a done deal come 2021.
