Really simple, who's your service provider and how do you rate them?
5 years ago I was with Plusnet and for customer service I would have rated then 8/10 but actual service only a 6/10 because they had too much traffic shaping, traffic management and data caps.
I left them for TalkTalk and for the first 6 months I would have rated them 9/10 but their speeds slowly dropped and their customer service was dire, I'd only give them 1/10 for customer service.
I'm actually going back you Plusnet in 4 days time because they've got rid of their traffic management, traffic shaping and data caps. I've read around and apparently the router they give is pathetic so if it is then my rating will more than likely be an 8/10 because I'll have to get myself a new router (got a few in mind but I kinda want to get one that supports wireless ac)

Talk talk. No idea when things don't work if it's them or something else. Sometimes things go direly slow . Told it might be the router Before that it was BT. Joined them on a cheap offer, thought it was unlimited but it wasn't. Phoned them to say on wrong tariff can I swap. Answer 'no' . Unless you pay the full silly money price. So when time was up left them. "Why are you leaving us???" Came the cry. Told them. "Oh we can do something about that you should have said!," " I did say. Sorry too late. Leaving" and thats it. EDIT: Plusnet in Wales. No problems Orange in France . No problems.

I've found the quality of your ISP is directly proportional to the amount of competition they have. Sadly in the majority of the US there is a monopoly either by a cable provider or a landline provider. Where there is clear competition prices are cheaper for the high speed plans. Thankfully there is reliability but speed costs extra.
More often than not, if there is an issue it is up to the consumer to keep complaining and keep raising the issue and keep telling them it's not fixed until it is fixed. There comes a time for the provider where the amount of money they spend to send a service man to you outweighs the money they make from your contract.
Last summer they were doing some major construction at an intersection about a half mile down the road, they had to move telephone poles etc, and the construction lasted the entire summer. My service was degraded to the point where I was getting 25~40% packet loss at random times of the day. After two months of complaining I had them agree to not charge me until the problem was fixed. Never did they acknowledge the problem, or off anything other than send a tech out to my house (which obviously wasn't the issue) and for the next three months I didn't pay.
Mysteriously after the construction was complete, everything started working again and so I started paying my bill. I had no option, they were the only high speed ISP available, I'd have walked a long time ago.
Comcast is one of the shittiest companies in this country. How's that for a rating?

Told it might be the router Complain enough and they'll fix it, if you're going to stay with tt for next 18 months you should call up day you're thinking of leaving and they'll give you discount plus you can ask them to send you a new router, you're entitled to a new router when you renew your contact with them. How's that for a rating? 5 years ago I only had two options TalkTalk and Plusnet but now I have 6 options because of the fibre they installed... However in the UK that's actually a poor amount of competition at an exchange. You travel ten mins into Canterbury and their exchange has 30 providers to choose from. I've never heard anything good ever about Comcast... They have a market share of 45% which is gigantic.

I have Virgin Media. I have found them to be really good with customer service. I phoned them one night at 10pm to report a fault, the engineer was at my door at 8 am the next morning.
