The one thing I am on Ferrari and Vettel's side on is the whole Verstappen incident, Verstappen should have been given the order to move a side and let the car through.
All parties involved; Verstappen, Ricciardo, Red Bull, Vettel, Ferrari and Charlie all knew that Verstappen would be getting a 5 second penalty for the move instantly after it happened, even the team openly admitted on the radio at the time that they were sure he would have to give the place back. (Penalty because of the last 5 laps.)
They had already given up on Verstappen to an extent and straight away Ricciardo switched his engine to recovery as much energy as possible, at the same time Verstappen was purposely slowing up Vettel in sections that he knew the Ferrari couldn't overtaken in which meant that Ricciardo didn't lose touch while charging.
The battery was at 100% at the end of lap 69 ready for an attack, Ricciardo suddenly had more speed (using the energy) just before attempting to overtake Vettel.
Verstappen had essentially nothing to lose because even with a little bit of damage/wasted time/Vettel managing to get past it wouldn't have really made a difference so as long as he slowed him up enough Ricciardio could have a go at trying to overtake Vettel.
Basically the FIA need to be faster and issue the penalty faster, I also believe that they should serve it before the end of the lap (unless you're on the start/finish straight, then its the next lap) because if the FIA had issued Verstappens penalty by the end of the lap then none of this would happen.
I understand that it's a team game but purposely slowing a car up like Verstappen was doing is dangerous, not pure racing and pretty fucking dickish.
As for the actual braking/moving under braking if you watch carefully Vettel doesn't actually move under braking, Vettel is pointing towards the left before he brakes, it's just that Ricciardio brakes later and was actually pointing towards the right a little and runs into the side of Vettel that makes it look like Vettel moves under braking. If you look at Ricciardo's onboard he actually moves a tiny bit to the left just prior to the contact...
